Little more than the time it takes to send messages and then follow them up. The excellent tools available online are generally free, unless your business deals in large volumes.

There are many to choose from. Most require very little technical knowledge. You may need some graphics but there are good templates to choose from. 

Are there any legal issues I should be aware of?

Make sure you send marketing emails only to people that have subscribed. Buying e-mails lists is not recommended as unsolicited e-mails are spam and the conversion rate is poor. Instead, focus on building a quality list of engaged customers.
