Short Term Tourist Letting (STTL) Register

Fáilte Ireland’s Short Term Tourist Letting Register for all short term tourist accommodation in Ireland is due to launch this year. For the first time, Fáilte Ireland will be able to provide a picture of all short term tourist accommodation providers across the country.

When launched, this national online registration system will require all proprietors who offer Short Term Tourist Lettings to register their property/properties annually. Once registered, each property will be provided with a Short Term Tourist Letting registration number for use on all booking platforms (including property websites) and advertisements.

We advise all proprietors who may be unsure of their statutory obligations to obtain any clarification necessary to ensure their statutory obligations are being met.

The Department of Tourism Culture, Arts, Gaeltacht, Sport and Media, with the support of Fáilte Ireland, is currently progressing the Short Term Tourist Letting Bill, which will align with the recently adopted EU regulation for Short Term Rentals (more details below). When legislation is signed into law, Fáilte Ireland’s Short Term Tourist Letting Register will launch shortly thereafter.

What is Short Term Tourist Letting (STTL) Accommodation?

Anyone offering paid accommodation for periods of up to and including 21 nights will be required to register on the Short Term Tourist Letting Register.

Short Term Tourist Letting properties include the following:

• Bedroom(s) in your home (the host resides on the premises during the provision of accommodation, and it is their principal private residence).

• Entire property (includes but not limited to; a house, an apartment, cabin, boat, treehouse – the host does not reside on the premises during the provision of accommodation).

• Multiple units at a site / complex (if you have multiple units at the same address or Eircode - includes but not limited to a holiday park, apartment block, camping resort, holiday village etc.).

Further information on the EU STR (Short Term Rental) Regulation
2022:
On 7th November 2022, the European Commission published its proposed regulation on short term accommodation rental services.

2023:
On 15th November 2023, following a final trialogue, the European Council and the European Parliament reached a provisional agreement on the Short Term Rental (STR) Proposal, providing for harmonisation of collection and sharing of short term rental accommodation data across the EU.

2024:
On 29th February 2024, the European Parliament adopted harmonised requirements on how data related to short term rental services (STRs) should be collected and shared. Subsequently, on 18th March 2024, the European Council gave its final approval to the regulation for short term rentals. This regulation will enhance transparency in the field of short term rental accommodation.

2022:
On 7th December 2022, Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Catherine Martin along with Darragh O’Brien, Minister for Housing, Local Government and Heritage and Paul Kelly, CEO, Fáilte Ireland made the following announcement Short Term Tourist Letting Register to be established through new legislation.

2023:
On 25th January 2023, Fáilte Ireland was invited to attend the Joint Oireachtas Committee on Tourism, Culture, Arts, Sport & Media’s Pre-Legislative scrutiny of the general scheme of the Registration of Short Term Tourist Letting Bill. Oireachtas briefings press release.

On 6th March 2023 Fáilte Ireland hosted a live webinar, which provided an introduction to the Short Term Tourist Letting Register.

On 22nd March 2023, the European Commission extended the standstill period on the enactment of the proposed Short Term Tourist Letting Bill until the 22nd December 2023.
